Hoho! I see someone has an active night life. No wonder Lime practically worships Makoto now. It's good that Makoto isn't like most Japanese MCs where even if they're in a relationship, they get so embarrassed that they can barely kiss or hold hands without their faces turning red. Even if he tried to make a pure democracy the hyumans that Makoto hopes to have immigrate to Asora come from a culture where the power of nobles and royalty are absolute so it would be a major culture shock to have them switch to a democracy and also Makoto is so vastly overpowered that he'd end up always looming in the minds of people who'd put huge importance to his opinions and stuff anyways. This is why Hibiki is most likely doomed to fail. She's trying to force her ideal of a democracy like Japan onto Limia. She's not taking into account the culture of Limia and practically ignoring the old noble families who are starting to band together and seemingly getting ready to wage a civil war because Hibiki is threatening to take away ALL their power when she talks about how Limia should be a democracy. She thinks that she is correct and ignoring others' opinions. At the same time she is nowhere near strong enough to force the changes she wants with overwhelming power nor charismatic enough to sway everyone to her side. She's only managed to convince impressionable young people with no real life experience and no real political clout.

Tomoki could not charm her prior to her power boost from the underworld dragon and now its even more unlikely (gaining new powers over diseases, death, resurrection etc). Asora is also working on vaccine or cure for charm. Tamaki's extraction of the charmed state seem similar to a viral infection that she took from the Forest Oni girl that was partially affected.
